About Selyo
Who We Are
Selyo is a Philippine-based technology platform that provides secure infrastructure for electronic notarization. We operate in alignment with the rules on electronic notarization promulgated by the Supreme Court of the Philippines.
We are a technology provider and record custodian. We are not a notary public, law firm, or legal services provider. The notarial authority rests solely with the individual notary public, who remains an independent public officer exercising professional judgment and bearing personal responsibility for every notarial act performed through the platform.
What We Do
Selyo provides the technical systems, security infrastructure, and record-keeping facilities that enable notaries public to conduct electronic notarization. Our platform enables:
- Secure video conferencing for notarization sessions conducted in real time between notaries public and their clients
- Identity verification using document authentication, facial recognition, liveness detection, and anti-spoofing technology
- Creation and application of electronic signatures and notarial seals to documents
- Generation of tamper-evident documents that use cryptographic safeguards to detect any subsequent alteration
- Assignment of unique verification codes to each notarized document, allowing anyone to confirm authenticity through our public verification service
- Maintenance of notarial journals and secure storage of notarial records, session recordings, and audit trails
- Integration with government databases as required by applicable rules
Why Electronic Notarization Matters
Notarization serves essential functions in Philippine legal practice: confirming the identity of signatories, attesting to the voluntariness of execution, deterring fraud and forgery, and lending public faith to private documents.
Traditional paper-based notarization, while well-established, presents practical challenges for Filipinos who live in remote areas, work abroad, have mobility limitations, or face time constraints that make physical appearance before a notary difficult.
Electronic notarization extends access to notarial services while preserving the solemnity, reliability, and evidentiary value of the notarial act. When a document is notarized through Selyo, it carries the same legal weight as a document notarized through traditional means. The electronic signature, seal, and cryptographic safeguards provide evidence of authenticity and integrity that courts and other relying parties may examine and verify.
Our Role Versus the Notary Public
It is essential to understand the distinction between Selyo as a technology platform and the notary public as a public officer.
The notary public is commissioned by the courts of the Philippines and vested with authority to perform notarial acts, including acknowledgments, jurats, oaths, affirmations, and other acts specified by law. The notary public exercises independent professional judgment in determining whether to perform a notarial act, verifying the identity of signatories, assessing their understanding and voluntariness, and ensuring compliance with legal requirements.
Selyo does not direct, supervise, or control the notary public's professional conduct. We provide tools; we do not provide legal advice or notarial services. The notary public bears sole responsibility for proper performance of notarial duties.
When you use Selyo, you are engaging with a notary public who has chosen to use our platform as their electronic notarization infrastructure. Your legal relationship is with the notary, not with Selyo.
Trust, Security, and Verification
Selyo is designed with the understanding that notarized documents may be presented as evidence in court proceedings, submitted to government agencies, or relied upon by private parties in significant transactions. Our systems are built to support the evidentiary requirements of authenticity, integrity, and non-repudiation.
Every document notarized through Selyo receives a unique verification code. Any person in possession of a printed or digital copy may enter this code on our verification portal to confirm that the document exists in our records, view the date of notarization, and verify that the document has not been altered since notarization.
This verification service discloses only limited information necessary for authentication; it does not expose the full document content or sensitive personal information of the parties. Documents may also bear QR codes or barcodes that link directly to verification, enabling rapid authentication without manual code entry.
We maintain comprehensive audit trails recording significant events in the lifecycle of each notarized document. Session recordings, time-stamped logs, and cryptographic proofs are preserved in accordance with retention periods mandated by law. These records may be produced in legal proceedings when required by valid court order or subpoena.
Our security measures include encryption of data in transit and at rest, multi-factor authentication, role-based access controls, intrusion detection systems, and compliance with the Data Privacy Act of 2012. We are registered with the National Privacy Commission and maintain appropriate organizational, technical, and physical safeguards for personal data.
Verification Methods
Selyo supports multiple verification methods as technical aids to document authentication. Documents notarized through the platform contain QR codes that link to our verification portal. For platform-issued printed copies, we may provide optional verification stickers using secure technology. When tapped with a compatible device, these stickers provide an additional layer of verification assurance.
Important clarifications:
- QR codes and verification stickers are technical mechanisms to access our verification portal. They are not, in themselves, determinants of a document's legal validity.
- The verification method used (QR code, verification sticker, or direct portal access) does not affect the legal validity of the underlying document or notarial act.
- A document verified via QR code has the same legal standing as one verified via sticker or direct portal access.
- Verification stickers are optional and supplementary. The presence or absence of such features does not affect a document's validity.
- The legal force of a notarized document stems from the notarial act performed by a commissioned notary public in accordance with law, not from the verification technology employed.
Printed Copies and Physical Documents
Upon request by authorized parties (notaries or document owners), Selyo may produce platform-issued printed copies of notarized documents. These copies are produced under controlled conditions and may include verification features such as QR codes or verification stickers.
Downloads of notarized documents are not automatically available through the public verification portal. Access to downloadable copies is controlled and restricted to document owners, the notarizing notary, and parties expressly authorized by the document owner.
The public verification portal enables confirmation of notarization status but does not enable document distribution, protecting document confidentiality while permitting verification.
Audit Trails and Security
Selyo maintains security logs and audit trails to protect the integrity of the platform. Both QR code scans and verification sticker interactions may generate limited technical information for security and audit purposes, including:
- Timestamps
- Verification method identifiers
- General geographic region
- Device type
- For certain verification methods: cryptographic data for anti-cloning verification
This information is collected to maintain platform security, detect potential fraud or tampering, and provide authorized parties with audit trail information.
Detailed audit trails, including verification activity history, are accessible only to authorized parties such as document owners and the notarizing notary public. Public verification pages display only limited information necessary to confirm the document's notarization status; they do not display full audit history or verification event logs.
